Please read the following information published by Surrey County Council regarding who to contact if you experience flooding.
Emergency:
If there is an emergency where there is a threat to life or the house is likely to flood they should call 999, or the Environment Agency Hotline 0800 80 70 60.
If the highway is flooded call the highway emergency number 0300 200 1003.
If the sewers are surcharging, then call the utility company on their emergency number. Thames Water provide sewerage services for the Normandy area – 0800 316 9800.
General:
Where the highway has flooded or there is a blocked drain or other flooding problem please report on this link - https://www9.surreycc.gov.uk/HighwayIssue/WhatIsTheIssue.aspx?&code=FBD.
This link will take you to a web page managed by Surrey County Council. Depending upon the type of flooding issue and severity, you will then have the option to either contact an emergency hotline or (for less urgent issues) send an email report.
Flooding issues from highways onto a private property should be reported SCC flooding.enquiries@surreycc.goc.uk and copied to the Parish Clerk (clerk@normandyparishcouncil.gov.uk) so that matters can be monitored by the Parish Council.

Please read the following message from Colin Kemp, MP, SCC & WBC regarding who to contact if you experience flooding.
Emergency:
If the resident has an emergency where there is a threat to life or the house is likely to flood they should call 999, or the Environment Agency Hotline 0800 80 70 60.
If the highway is flooded they should call the highway emergency number 0300 200 1003.
If the sewers are surcharging then they should call the utility company on their emergency number.
General:
Where the highway has flooded or a blocked drain please report on this link. This will take the enquiry to the correct maintenance team.
Where there are general enquiries about a flooding or they have been flooded then this can be reported to flooding.enquiries@surreycc.gov.uk . This is not monitored out of hours.
